UPACC Beginnings

UPCAP became the Administrative Agent to the Upper Peninsula Association of County Commissioners (UPACC) in 1970.

UPACC Purpose & Objectives

  • To promote the efficient and economical administration of county and local units of government.

  • To act as a forum of interchange of information pertaining to county affairs between its members.

  • To study current problems of local government in the Upper Peninsula and to take steps to solve these problems by proper legislation and cooperation between its members.

  • To work as a unit in dealing with the common problems of the various counties and communities of the Upper Peninsula and to devise ways and means to take appropriate action to accomplish the desired ends.

  • To promote and encourage the development and utilization of the resources and industrial possibilities of the Upper Peninsula for the best interests of its people.

  • To promote and encourage the location of industry in the Upper Peninsula and to advertise its industrial advantages as a source of raw materials, a good labor market and transportation system.

  • To promote and encourage the production and marketing of agricultural products in the Peninsula by cooperating with established state and federal agencies and private and public organizations whose purpose are the building of a sounder economy for agriculture.

  • To take steps to advertise, promote, and take full advantage of the possibilities made available by the construction of the Straits (Mackinac) Bridge which has joined the two peninsulas and made the markets, industries, and consumers of the Lower Peninsula and bordering states readily accessible to the Upper Peninsula.

  • To encourage and aid in procuring new industries and possible enterprises to become established within the Peninsula by promoting a program of highway construction, better railroads and boat accommodations, and the establishment and construction and updating of airports within the Peninsula.

  • To submit joint recommendations to the proper executive and legislative officials and to the Michigan Association of Counties on necessary legislation to develop industry, tourist travel, and the efficient management of our forests and wildlife resources.
